To provide a lactation room in public buildings. (2019)

Analysis by: Alex Kern

Full text: here.

Bill by: Representative Eleanor Norton (D-District of Columbia) (Non-voting member)

This bill would require public buildings to provide lactation rooms (rooms where new mothers can breastfeed their infants) for their employees as well as members of the public.

It requires that the rooms be private, has a chair, has some kind of a rudimentary work area, and have an electrical outlet provided the building already has electricity.

It exempts buildings which don’t provide a lactation room for their employees already or who have a space which could be transformed into a lactation room, such as a staff lounge or large closet.

It adds that the existence of a lactation room in a building should not be a defense for entering an area where they are unauthorized to be.

If passed, it would take effect a year after the date of passage.
